Job Description

The following duties are normal for this position. Other duties may be required, assigned, and expected commensurate with the administrative needs of a newly incorporated city.

General Purpose

Plans, organizes, and directs the activities, operations, and staff of the Department. Provides oversight of all Department functions. Serves as a consultant for the employees and supervisors; conducts on-going research; coordinates activities with other city departments, divisions, and external agencies; and provides highly responsible, complex support to the City Manager and City Council. Supports the City budget, attends City Council meetings and work sessions. Reviews the on going activities of department staff, providing consultation to management staff, attends meetings with other city departments and outside agencies.

The employee normally performs the duty assignments within broad parameters defined by general organizational requirements and accepted practices. End results determine effectiveness of job performance. This position independently decides how objectives are achieved and what resources are needed. Typical positions in this category are upper management to executive level jobs.

Work involves coordination of diversified community enrichment programs in recreation and libraries through the development and use of appropriate facilities, equipment, programs, and trained personnel. General supervision is also exercised over the acquisition, development, improvement, and maintenance of parks, public recreation, library and cultural facilities. Duties involve interaction with others outside the organization on key organizational and departmental issues and require exercising participative management skills, high levels of negotiation, conflict management, and the ability to reach consensus on complex issues to achieve organizational goals and objectives. The Community Services Director exercises considerable independence in carrying out policy decisions and departmental goals under general direction of the Assistant City Manager City Manager.

  • Sets the tone, climate and vision for the department and serves as a role model in furthering the City's values. Serves as administrator of the Department.
  • Establishes appropriate service and staffing levels.
  • Monitors, evaluates, assists, directs studies and makes recommendations in order to promote maximum efficiency and effectiveness of service delivery and allocations of resources.
  • Plans, develops and directs the implementation of new programs.
  • Directs personnel, oversees the development and administration of the annual budget and monitors expenditures; oversees and participates in the development of all divisions' work plans; assigns work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods, and procedures; monitors and reports on activities; and forecasts needs.
  • Selects, trains, motivates, and evaluates personnel.
  • Works with employees to correct deficiencies; implements discipline and termination procedures.
  • Prepares employees for advancement opportunities.
  • Assists employees and City management in a wide range of department matters; negotiating and resolving controversial issues.
  • Recommends policies.
  • Oversees application of the City policies and guidelines.
  • Oversees program responsibilities for a comprehensive Department by directing and participating in performance evaluation activities
  • Conducts on-going research and ensures compliance with laws.
  • Prepares and presents staff reports and other necessary correspondence, and makes presentations before the City Council and other boards, commissions and community organizations.
  • Ensures compliance with the City Code, City ordinances, federal and state laws, policies and guidelines, and maintains knowledge of current legislation.
  • Participates on a variety of boards and committees, attends and participates in professional group meetings, and stays abreast of new trends in the field.
  • Develops and maintains client relationships and strategic partnerships throughout the organization.
  • Plans, organizes, directs, and evaluates the activities of the Department
  • Establishes implements and evaluates department goals and objectives.
  • Offers and delivers customer-oriented services.
  • Develops and reviews the effectiveness of operational policies and procedures.
  • Supervises and directs the work of division managers or oversees the work of professional, technical and administrative staff.
  • Analyzes and determines effective allocation of staffing, financial and physical resources given organizational needs and community priorities; prepares and manages department budget; provides input on recreational and other capital improvement development projects as may be appropriate.
  • Provides highly responsible and complex support to the Assistant City Manager and City Manager.
  • Organizes, coordinates, and reviews the status of special projects.
  • Acts as a member of the City executive management team and acts as a liaison with other department heads, internal committees and external agencies to establish policies and implement new programs.
  • Fosters relationships with community representatives to assess departmental needs and to evaluate the effectiveness of recreational, cultural, civic and social programs and services.
  • Builds consensus from a diverse group of interests in employee relations and departmental operations.
  • Writes and modifies departmental reports and makes public presentations.
  • Attends conferences and meetings to remain informed of trends, practices and issues affecting the department.
  • Plans, organizes and directs the activities and staff of the City's Department of Community Services which includes Parks, Recreation, Libraries, and special events.
  • Plans and directs park, recreation, and library facility acquisition, development, maintenance and improvement
  • Works with other departmental supervisors and management staff to plan, organize, and implement programs within areas of responsibility
  • Manages the development of long-range strategic plans, goals, objectives, policies and department priorities
  • Directs the implementation of City of Maricopa goals, policies, and procedures as they relate to the department
  • Establishes and directs Community Services department rules, regulations, policies, procedures, plans and programs to meet current and future needs of the City
  • Oversees and directs the development and administration of the Community Services Department annual budget, capital improvement budget, grant funds, and self-sustaining budgets
  • Advises and consults with advisory committees as assigned regarding the development, operation, and improvement of departmental programs and activities
  • Demonstrates continuous effort to improve operations, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service
  • Represents the Community Services Department to elected officials, citizen groups, other city departments, school districts, other government entities and organizations and through participation in professional organizations and community groups
  • Prepares and delivers written and oral reports and recommendations to City Council, City Manager and staff, and citizen groups
  • Participates in the negotiation of contracts and intergovernmental agreements with service providers and governmental agencies for the goods and services utilized by the department
  • Establishes appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly
  • Reviews and evaluates employee job performance and takes action regarding personnel matters
  • Oversees the citizen participation process in the development of new parks, recreation and library facilities
  • Resolves complex and/or sensitive citizen problems
  • Assists with grant applications for department related funding
  • Perform other duties of a similar nature or level

Minimum Qualifications

Bachelor's degree or equivalent. Master's Degree in Public Administration, area of assignment, Business Administration or related field required. Seven years experience in a related field. Minimum of seven to ten years of related experience in management and professional level work preferred. Must possess and maintain a valid Arizona driver's license. Extensive experience in directing a parks, recreation, and library system in a municipal government with preference given to candidates with this experience in a high-growth municipality. Experience developing parks in a high-growth municipality. Experience with youth, adult, and senior recreational programming for a diverse community. Candidates with experience in managing the development and implementation of significant parks and recreation facilities (i.e., recreational centers, sports complexes, aquatic centers) and coordinating public facility construction projects highly desirable. Extensive experience administering a budget for parks, recreation and library programs in a municipal government. Any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted for evaluation at the discretion of city management.
