Partnerships
The City of Maricopa works with community partners to deliver high-quality programs, events, and services that align with identified community needs and available City resources.
From time to time, the City actively seeks partnerships in specific areas often tied to strategic priorities, advisory group recommendations, or identified service gaps. When the City is actively seeking partners, those opportunities will be publicly announced.
That said, we recognize that great ideas don’t always align perfectly with a current initiative.
Submitting an Idea for Consideration
If you have an idea for a program, event, or service that you believe could be a good fit for Maricopa, you may submit it to the Cultural Services Department for concept-level consideration by emailing communitypartnerships@maricopa-az.gov
Please note:
- This is not a general open call for new programming or partnerships
- Submission does not guarantee implementation
- Ideas are evaluated based on alignment with City priorities, community need, capacity, and feasibility
- Most partnerships are pursued only when the City has identified a specific need or opportunity
Before You Submit
Many ideas can already be supported through existing City programs and facilities. We encourage you to explore these options first:
- Community Arts: Consider the City’s Arts Grants Program or existing public art and arts programming opportunities
- Library Programs: The Library regularly partners with individuals and organizations on classes, workshops, and events
- Community Center Programs: Many recreational, educational, and social programs can be proposed through the Community Center’s established processes
If your idea extends beyond these existing opportunities and you believe it represents a unique partnership aligned with the City’s goals, you may submit it for consideration.
What Happens Next
Submitted ideas are reviewed periodically and may be retained for future consideration if they align with an identified need. The City will reach out only if there is interest in exploring the idea further and discuss next steps for proceeding, which may include a public notice and evaluation process for any interested parties to provide the services.
Important Clarification
This process is intended to gather and evaluate ideas—not to provide funding or financial assistance. It is not a grant program.
As a public entity, the City of Maricopa is subject to the Arizona Constitution’s Gift Clause, which prohibits the City from giving or loaning its credit, or making donations of public funds, services, or land to private individuals or organizations without receiving a direct and proportional public benefit.
Any partnership or expenditure of City resources must serve a clear public purpose and demonstrate value to the community that is commensurate with the investment. Proposals that primarily benefit a private individual or organization without a defined public return cannot be considered.
