The Purpose of the Citizen Participation Portal is to give residents and property owners the opportunity to understand and try to mitigate any real or perceived impacts the proposed land use application may have on the community; ensure that the citizens and property owners of the City of Maricopa have an adequate opportunity to learn about applications that may affect them and to work with applicants to resolve concerns at an early stage of the process; and facilitate staff, and elected officials throughout the application review process.

To familiarize yourself with the intent of a General Plan, start in the Introduction section. The core of the document is organized in a comprehensive set of General Plan Elements that provide context, goals, and objectives that look to the near future. Navigating the development process on your own can be intimidating and time-consuming. From site requirements to necessary permits, there are a lot of details that go into your budding enterprise. Fortunately, you are not on your own in the City of Maricopa - each development project will be assigned a personal Project Liaison.

Your Project Liaison shall serve as the ombudsman to coordinate staff processes. You will no longer need to go to multiple departments and speak with multiple staff regarding various aspects of your development approval process, you will work with your assigned Project Liaison to receive a one-stop shop approach to development projects. Staff will work internally to resolve issues and reach out with your Project Liaison with one unified message.

The Project Liaison provides tailored assistance to new entrepreneurs and projects, from the Preliminary-Application to your Grand Opening, we want to work with you to help ensure a smooth ascension of your venture. Not only is Maricopa open for business – there is no better community in Arizona for business.

Where do I start?

If you already have a site and business plan in mind, start by applying for a preliminary application (pre-app) on Maricopa's VIP Portal. You will need a narrative (written description of what you plan to do) and a site plan(PDF, 1MB). Before you get started on the VIP Portal, be sure to check out our VIP Portal tutorial.

After you apply for the pre-app, Planning, Building Safety, Engineering, Fire, Economic Development, and other city divisions review the project and meet internally before sitting down with you, the applicant, to discuss our findings. This is where you will receive a guide on how to proceed with the project. The more detail you provide in the narrative and site plan, the more detailed comments we can return to you.

What is Redevelopment District?

A Redevelopment District is an area designated by the Mayor and City Council as being in need of revitalization. It is not a quick fix up of the area designated, but is used as a tool to encourage and aid private development. The Redevelopment Plan lays out broad goals and guidelines for the area to be revitalized.
