Council Approves ADOT Agreement Moving Widening of State Route 347

Maricopa took a significant leap forward in addressing one of the city’s top transportation priorities— the widening of State Route 347. The City Council not only approved a dedicated local funding source but also solidified a key partnership with the Arizona Department of Transportation (ADOT), marking a major milestone in the effort to widen and improve the heavily traveled corridor.
Step One: Establishing Local Funding
In a forward-thinking move, the City Council approved a half-cent sales tax increase on specific goods sold in the city. For example, it will add one penny to every two dollars spent on things like clothing, appliances, and household goods. It will not be added to grocery items or what you pay at the gas pump.

Even with these stipulations, it is anticipated to generate around $8 million a year, earmarked specifically for improving Maricopa’s commuting corridors. At the top of that list is State Route 347.
“Thousands of residents rely on that road for work, education, shopping, and State Route 347 is used by everyone in this community. It’s uncommon for a city to do what we’re discussing, and it takes that courage to go against the grain to make progress,” said Councilmember Vincent Manfredi.
“Infrastructure projects of this magnitude require a significant investment. A sales tax increase of half a cent is a small price to pay for needed infrastructure and peace of mind,” added City Manager Benjamin Bitter.
Step Two: Formalizing the Partnership
Immediately following the funding approval, the City Council authorized an intergovernmental agreement (IGA) with ADOT. This agreement cements the shared vision between the City and the state agency to prioritize the widening of SR 347.
“ADOT’s policies helped put this plan together,” said Maricopa Mayor Nancy Smith. “I’m hoping that on June 20th when ADOT’s 5-year plan is finalized, we will have a solution.”
The agreement includes key safeguards—ensuring that any funds provided to ADOT by the City will be used exclusively for the SR 347 widening project. It also includes a commitment from ADOT to cover any costs beyond the City’s contribution.
“Addressing the challenges of State Route 347 requires a united approach. The project is not just a city initiative, it’s a collaborative effort between Gila River, Pinal County, Maricopa County, ADOT, and us. We can’t sit back and say ‘Fix this for us’. We have to act,” said Councilmember Manfredi.
What’s Next?
The next step is for ADOT to formally include the SR 347 widening in its five-year construction plan, which guides statewide transportation priorities. The updated plan is anticipated to be adopted in June, aligning with ADOT’s upcoming fiscal year.
